If Windows 10 deleted CCleaner, why is CCleaner running on my PC right now with Windows 10 as my OS?

In comments at the link below, some users say that their CCleaner was removed, and some say it was not removed.

Yeah, mine definitely was not, and it was installed previously on Windows 7 and then carried over to my Windows 10 install.

Personally, I have enjoyed 10 a lot.
