I have family and friends in New York. My experience over the years is that ordinary robbers and muggers steer clear of the mafia-protected districts. I imagine the same applies to terrorists.
You're talking about the Italian mafia. We also have the RUSSIAN mafia, and they make the Italian mafia look like a bunch of schoolboys. I wonder if THEY would take part in any moves against ISIS.
