In a roundabout way, he is. After all, the only relevance to bringing it up is if you are implying that Bush could have kept us “safe” from the 9/11 attack but did not.

He’s not blaming Bush for 9/11, in the sense Trump clearly doesn’t believe in some kind of “Truther” nonsense. But Trump is clearly implying Bush dropped the ball on 9/11, meaning Bush “didn’t keep us safe”.

Like someone else said it was a low blow. It’s not Bush’s fault at all that 9/11 happened. No one saw that coming. There was no way Bush could have “kept us safe” from that.
