They were used to train those with specific tasks within the network and to avoid establishing any pattern in time and frequency of messages. In other words, in your opinion probably part of normal military training and exercises? That’s what is “sounds” like to me. ; )

What did the messages say? The website referenced is just a civilian repository for audio recordings of the broadcast. As for the messages themselves, the first one read:

The second one read:
QSSFB7M3ZF2G6UGRF4KJSAIK7WWTFP
I gave up after that. Coded, obviously, and without the code book, hopeless.

Most likely. I haven’t seen any other evidence to suggest otherwise. Those who have nothing to do better than listen to this traffic may have a different opinion, but then you have to ask yourself why they don’t have any thing better to do.
