Over months, these bot-controlled “Followers” will “Follow” every other account they can, and when the Hillary Campaign issues a meme, or an attack on the Republican, they will Tweet it out, repeating it over and over.

Actually that's not what these fake followers are. Anybody can buy fake followers. There are three reasons why some Twitter users would buy fake followers.
1) Unlike Facebook, on Twitter you cannot follow anybody after you have reached the threshold of 2000 that you already follow until you yourself have at least 2000 follows. Once you cross the threshold of 2000 followers you can continue to follow others (but no more than 10% of the number of followers.
Because of this some decide to get that threshold out of the way and once they get close to following 2000 people they will buy whatever amount that's needed to get beyond that 2000 follower threshold. Then, they can resume following more people.
2) The second reason for wanting to get fake followers is to make it appear that you have more followers than you really do for the purpose of getting other Twitter users to follow you. When other twitter users see an account with what appears to be many followers, they want to follow you and perhaps some of them will also follow you.
I'm not sure this is the primary reason why Hillary and Obama bought fake followers, but it's likely to have resulted in an increase of real twitter users following them.
3)When it looks like you have millions of followers, it appears that you are very popular and well liked. ((This is likely the primary reason why Hillary and Obama buy fake followers)
These fake followers are inactive accounts. They dont tweet anything nor do they retweet anything. Their sole purpose is to just exist as a profile and that's all.
The bot-controlled “Followers” you mention I don't doubt. There are so many real mind-numbed leftists (internationally) who do that for free.
