1. Testing to get a bicycle license at 16 YO. 2. Bicycle inspections for safety(fee based). 3. Registration(with a fee structure) for bicycles. 4. A special sales tax when the bicycle is purchased. 5. Mandatory safety classes for all bicycle riders, renew every 5 years.
If it is Ok to do these things for vehicles then it is Ok for bicycles. Added benefit - bike nazi’s heads exploding.
