I can’t claim attribution to that one. To me, Obama is a “sh*thouse lawyer”- IOW, a punk ass who stirs sh*t with bad advice, create disunity in the ranks, puts others up to no good and manages to escape the punishment that goes with it. Every military unit has one. Eventually, they get their just rewards.
