Likely either during the Korean or Nam war. Used to be the military patrolled and secured their own facilities. Then it got contracted out to security companies. The military should be the primary security at military and all DOD installations involving sensitive operations such as weapons facilities etc. You get a higher level of responsibility and accountability.

When I was on a carrier 1977-80 the USMC had a detachment onboard for security and they were armed even at sea while standing guard. N.O.B. Norfolk had USMC at the main gates and contracted security patrolling. You did not get on base without a military ID "OR" a letter from your service members ship stating you would be there at such and such time & date for lets say a carrier pulling in from deployment and family coming from out of state to greet it.

Several NCO's a officers were on ship were also armed with sidearms even at sea. They either had access to secure areas or the ships dispersing {payroll} office.

We are in different times. Our enemy is now well embedded among us with organized sleeper cells. While our military should not be involved in civilian police affairs they should still retain the GOD Given Right to self defense. It needs to start at basic training. Service members should be given mandatory classes for small arms training including for concealed carry in civilian venues especially in uniform. This war is on our home soil inside CONUS and we face a different enemy requiring a different approach.
