At 0:13, she pushes her left shoulder back into him.
It looks like she gives him a big look;
then she takes a half step left;
then she give him a left shoulder.
At 0:14, we see her turning her head over her left shoulder to say something to him.
Can’t evaluate him because is is mostly off frame.
At 0:16 she is fully turned around. She has her right arm raised and in a fist.
I guess she put her empty cup down first.
Second man on right appears to have his arm around first man on left.
At 0:17, he grabs her raised right arm with his left hand and pulls it down.
Which woman is behind him at :06? The black one on the left?
However, his attention does seem to be first towards her. But somehow during it all, he clearly did something to make the white girl strongly react (at 13-14 secs in). Perhaps he brushed her backside, intentionally or not.
Anyway, no matter what, this guy was a real punk and coward for punching her in the face like that. He’s the type that would probably rape a girl, or beat up some poor, defenseless person. A lot of these thugs are just plain brutal.
Guy Rules for staying out of jail when dealing with an aggressive woman.
1) Have surveillance video.
2) Never initiate contact.
3) Never strike a woman, even if struck first.
4) If struck flee the scene immediately and reference #1 to defend against pending assault claim.
Failing the above you will lose your freedom, money, job and possibly more.
If you got a problem with it tell it to the judge -but your lawyer won’t allow it anyways -because it won’t do any good.

Not justifying his actions by any means. Hate FSU so I have no skin in that game. I have long been in favor of the same set of rules & standards of conduct for men & women. If he touched her in an inappropriate way, she had every right to react physically. But if she reacted to words, no matter how obscene, with a slap, it is a different story.

It looks like he grabbed her before she hit him. But what apparently triggered it was him doing ‘something’ to cause that rapid reaction of hers at 13-14 secs in. It appears she was reacting to some inappropriate contact rather than inappropriate words.

If you mean dual threat QB as in running-passing, as in, fairly common, a black guy, then I would say, no. Thugs come in all colors. Any guy that punches a girl square in the face like that, is not only a thug, but a real P____ (rhymes with 'wussy').
