Wasn’t there a Hitchcock film based on something similar? I am not sure I think the movie name was Frenzy or something like that.

Frenzy was actually based on a novel. Peter Sutcliffe committed his first murder in 1975, three years after the film was made.

Was real life similar to Frenzy? Well, probably not. In Frenzy the murders are committed by strangulation, and the MO of the serial killer is to use a necktie. Pretty tame stuff compared to Sutcliffe's brutal, ritualistic crimes. And Frenzy really focuses more on a "wrong man" theme than the serial murders themselves.
