I understand that the "enabled by default" applies to Windows 10. Windows phones have apparently had this feature for a couple years; I assume it was not enabled by default, given that people didn't freak out about it like they are about Win 10's implementation.
I hope that the default will get changed before release at the end of the month. I hope this "enabled by default" was a trial balloon, that was not received well.

They tell you right up front that what's in the CTP may not be the same in RTM. The whole point of CTP is for testing and feedback, and I suspect they enabled it by default in that CTP version to make sure it gets tested. I don't see any reason why they'd ship it with a different default setting than the same feature on the phone. It would run counter to the whole objective of a "common experience" between desktop and mobile devices.
