At this point the real reason for Article V is to place clear concise limits on the Fed-Gov complex that if they Ignore it completely, this creates a situation where the states are fully justified in either banding together and sending troops to DC in order to dismantle the machine by force or they are fully justified in banding together and just leaving the Union. That way they can point tot he Constitution and point toe h blatant violations the same way the colonists could point out the violations that King George III did.
Before you see a mustering of state troops, recall that the same parties running DC are the same parties running the states.
