You understand that the secular authority in Paul's time would not have considered Joshua Duggar's behavior criminal and that it would not have recognized any woman, let alone an unmarried female child, as a complainant.

Paul was addressing Christians who were potential litigants in secular Roman courts: grown men suing grown men over broken contracts, theft, etc.

His point: a grown Christian man who has a grievance against another grown Christian man should settle matters within the church, with the implication that the church might excommunicate a Christian who wronged another Christian: a fate worse than paying restitution in a secular lawsuit.

You are twisting Paul’s words to match your state of mind.

His point was that christians should not turn to a lesser authority than the kingdom, to the extent that it was manifest on Earth.
