Yes, but how many of those are under 12 and over 40? The ones in between are the ones committing the crimes and it's way lower than 4.5%.

From my understanding, IIRC, it was a Heritage Foundation study revealing that race isn’t a causal factor but a coincidental one—but that the structure of the family is a more accurate determinate of illegal behavior.

Blacks may have higher crime rates because their families are more prone to be broken.

Whites who have broken families may also have a tendency to commit crimes.

Just a thought.

Lets take this data one step further. Out of that 4.5%, lop off about 2.25% (one half) who are the females. Then divide the remaining 2.25% by 2 yet again, to estimate the percent of *young* black males who are the criminals. That is, about 1% of Nebraska's population commits a vastly disproportionate majority of its crimes.
