Gray was not belted in when shackled, due to lack of room and the possibility of injury from a still irate Gray.
mayor and police officials know all this and didn’t speak up. they let the riots happen and then blamed the police.

Agreed. I don’t think anyone here is Burning Buildings and Cars, Looting or attacking Police Officers.
