AUSTIN, Texas (AP) Texas Republican Gov. Greg Abbott on Tuesday asked the State Guard to monitor a U.S. military training exercise dubbed "Jade Helm 15" amid Internet-fueled suspicions that the war simulation is really a hostile military takeover.
The request comes a day after more than 200 people packed a meeting in rural Bastrop County and questioned a U.S. Army commander about whether the government was planning to confiscate guns or implement martial law.
"It is important that Texans know their safety, constitutional rights, private property rights and civil liberties will not be infringed," Abbott wrote. "By monitoring the Operation on a continual basis, the State Guard will facilitate communications between my office and the commanders of the Operation to ensure that adequate measures are in place to protect Texans."

Who do they swear allegiance to when they take the oath? I think it is clear that since the National Guard came under the United States Army under Jimmy Carter, their allegiance is to the Federal Government and not the Governors.

Sorry, I misread my link. I went looking to see if they were one in the same, and missed reading that the Texas State Guard is separate from the National Guard. They are not one in the same.
They are, however, one part of three for Texas Military; The Texas Army National Guard, Air National Guard and Texas State Guard.
See my post 11. I misread my link when I went looking for what defined them. They are akin to, but not part of, the National Guard branches in Texas.

Active and Reserve personnel are around 2M. Many of them are overseas. I suspect a great many would join civilians against any attempted unconstitutional government military takeover.

Nope. The Texas State Guard answer to the Governor. The Texas National Guard answers to the Governor, but also to the President, and the President trumps the Governor.
In practicality, the difference is the Texas State Guard cannot be required to serve outside the borders of the USA.
It used to be a vestige, but with lots of people who want to help in natural disasters but don’t want to risk ruining their careers and finances with a 2 year deployment in Iraq (or wherever), it’s come to prominence.
They do work very closely with the National Guard and generally in support/logistical positions.
