When you know the world of construction workers and waitresses, and the working class.
Then you know what the “smog test” means, it throws many into homelessness, and wrecks many lives.
Many people live on the edge, month to month, and even when they think that they are getting ahead and have a Pickup truck, an apartment, and a $1,000.00 in savings.
The “smog Test” comes up and it all ends, they lose the truck, or the Toyota, the job, the apartment, everything.

WOW! I can't believe Connecticut does something right. This is amazing.
No emissions testing for an antique. AND my property taxes went from $500/year to $5.85/yr. [Of course, I sacrificed ABS brakes, AWD, infrared wipers, TPMS, heated seats & steering wheel, super AC, CD player, 300 HP, AC Power Outlets]...but, but I do have a neat cassette player. Heh.

I live in California and this is one of the reasons I bought my 1965 Buick Skylark. I can do with it as I please.

It used to be (as late as 2011 I know) that if you had your registration mailed out of state (any state except NV and AZ), the smog test was waived. This worked for us from 2005-2010 when we were still CA residents but living in FL taking care of my elderly mother. There is a form on the CA DMV site for setting up a "temporary" out of state address.
We were never hassled for any of the years we did this. The DMV even put our Florida address on our drivers licenses.
Our son took his truck to college in South Carolina and did the same thing. His legal address was CA, the registration was mailed to his SC address, and he never had to smog his truck.
