I think the author is saying that yes, the 17th century landed gentry is still with us, all wrapped up in the environmental movement - and this would not be the common landowners with private property or farms, but large landowners of real estate, particularly in the big cities, commercial and otherwise - much of which goes back to the European aristocracy.
I suspect that is what the author is trying to say. Strange that he provides no evidence for his assertions.
