There is a contingent of society that are savages. They cannot be changed. They were raised to be savages and nobody has the guts to tell them they have to stop and act like civilizes people.

The said thing is that the behavior is ingrained into kids and very much a part of who they are by the time they’re 5, by the time they’re 10 there is no hope to change them.
