I’m all for freedom and personal responsibility, but laws are put in place to help keep people from doing dumb things that can harm themselves or others. Imagine driving down this road and seeing a skateboarder out of control in YOUR lane - what might you reflexively do to avoid a collision?
I didn’t hear that this was illegal, but it should be. And the penalties should be steep, since common sense does not seem to be common.

We have a hilly and windy single lane road that cyclists love to ride on. While it’s not illegal, it’s STUPID. Round a curve and blam! there’s an idiot in yellow spandex right there struggling to get up the hill.
