We weren’t talking about the umlaut “o” but we were talking about the “oeh” pronunciation.
I went to school with someone named Stoehr. They pronounced their name “Stay-er,” but sometimes it sounded like “Stair.”
Who knows?
“Oe” has the same pronunciation as umlaut-o. The “h” following “oe” or “ö” prolongs the sound.
