Even less likely than a transfer between states. It would be a clearly conservative state which would require two new senators, a possibility as well liked by Democrats as Conservatives feel about giving statehood to DC and Puerto Rico, which would tip the Senatorial balance the other way.
Don’t you talk about Puerto Rico that way. PR is mostly Catholic. They would never be a blue state. /s
PA has become a commie state on the order of the feds. And like the federal setup, the Republican majority in the state legislature does nothing to stop it.
Actually UPSTATE NY is everything above Albany-[the Adirondack Mountains coz the mountains go UP-
Below Albany except NYC is DOWNSTATE-
West of Albany is WESTERN NY STATE-
this fracking area is known as the SOUTHERN TIER,NOT UPSTATE

btw THE REAL UPSTATE NY would RATHER SECEDE to Vermont-coz that`s where we buy all our guns and ammo and
cos almost everyone here in eastern UPSTATE NY WORKS IN VERMONT coz there`s hardly any JOBS HERE!!!!!!.
Well, I ran away from the Adirondacks for just that fact: I couldn’t find a decent job, even with an in demand college education (Unless I wanted to be a prison guard, or some other state worker). As much as I love the mountains, it’s way too cold as well...
Was about to write a longer reply when I saw the “/S” at the end.
I would think its all in the realm of fantasy.
While I doubt ANY state is willing to give up any part of itself, I think its less likely that blue states will moreso than red ones. I can more easily foresee a red state willing to give up the blue portion: Tho I can’t think of any right now since the blue portions are urban enclaves for the most part. The blue states need the red portions to keep sending them money!

Long way from the Canadian border. When I was a kid growing up in one of the towns in one of the counties mentioned here on the NY/PA state line, I sometimes wondered if we lived in NY or in PA where we spent a lot of time when time allowed away from the farm in NY - namely Sundays. Our PA relatives referred to NY state as York state!!
We would swap off celebrating holidays at different homes and sometimes we wouldn’t be able to have Christmas at a relative’s home in PA until spring as their roads were impassable during the winter.. Great fun times though!!!!
