It doesn’t matter what you believe of think you believe. Citizenship isn’t a feeling. Ted needs to have documentation from the State Department saying that he was born a US Citizen. If you are born on a Military base overseas, or diplomatic installation(like McCain) then you are a US Citizen because it is US property(just like an embassy). If you are born in Asscrackistan, Canuckistan to a foreign Citizen, you aren’t a US Citizen.
But none of that matters, because I doubt this Country will last much longer regardless. The experiment is coming to an end. Time to arm up.

Nope. You are a natural born citizen because of your parents, not because of where you were born.
Otherwise, if a Panamanian mama were to have dropped a kid on that US base where McCain was born, said kid would be a citizen and be eligible. But that's not the case. So, being born on a US base is irrelevant. It's the parentage.
