I don't understand why Cruz says one thing and then votes for the thing he said he wouldn't.

It probably has to do with the Senate rules, especially Senate Rule XIII - Reconsideration of a vote.


Paragraph 1 states that when a question has been decided by the Senate, any Senator voting with the prevailing side or who has not voted may move a reconsideration. This may occur on the same day or on either of the next two days of actual session. If the Senate refuses to reconsider such a motion, if a motion is withdrawn by leave of the Senate, or if upon reconsideration the Senate shall affirm its first decision, no further motion to reconsider shall be in order unless by unanimous consent.

On procedural votes, they will vote with the likely winning side so as to keep their option for calling for a reconsideration open.

Ted Cruz is not now and never was going to vote for a clean DHS funding bill. He is totally opposed to it.

Ted Cruz is now and always has been the only possible GOP presidential candidate who unequivocally (that means clear and unambiguous) opposes any kind of amnesty for illegal aliens.

If so, that would be golden. I haven't heard this discussed anywhere else, at least not yet.
