I’ve never seen it. Several of the contracts I was on said they required H1B visa’s. Meanwhile, I was hired at every one I applied for. I’m as American as apple pie, and got the wage I expected.
I think you have it backwards ... The legislations puts non-citizens on equal footing with citizens when it comes to jobs. There is no advantage to being a citizen
