You need to look at that photo again. You can clearly see something above the rear view mirror. It’s the top of a phone. And Jenner’s face has zero expression of surprise even after he has hit the woman. He never saw the car. He’s looking at a phone held chest-height. If this is truly the case I hope he gets Veh.
