Based on the description of the place where this occurred, I’d guess there were no Mounties involved. This incident most likely took place on a native reserve, which means it probably has a tribal police department.

Doubt it. Quebec has their own policeforce—French speaking (insofar as they speak French in QUebec) jackbooted thugs.
