For all the people that bad mouth cops as being lazy, I saw first hand how the police in that area found that poor girl's body. It was by going back to all the places they went before. It all boiled down to pure hard work and perseverance. The reason they could hold the suspect as long as they did was that the department in the northern part of the state had done all its homework on an unsolved case, and the detective kept in touch with the victim who had moved back to India.
They may not nail this guy for all the crimes he committed, but he won't be free again, ever.

Interestingly, it was a volunteer group of LEOs from Chesterfield County, near Richmond, IIRC, that found the body. They searched an area that local law enforcement has previously searched but had lost interest in.
