The KGB did construct such a town for use in training agents. The CIA probably did the same. I remember reading the memoirs of a Soviet agent defector who had to learn, for example, to hold his fork in his right hand and switch to his left when using his knife to cut his food. Otherwise he might stand out as a little bit “different”.
When Mission to Moscow was released it wasn’t widely known what a propaganda piece it really was.

There is a series, I think on FX, called “The Americans”, in which a “sleeper” cell was planted in America, but the son, born and raised in the United States, had no idea his parents and older sister were actually Russian agents. It so happened, the son was a particularly adept intelligence operative, for the US, and the whole plot hinges around that.
It would have been much more believable in the 1960’s, but the Russians are still Russians, and the concept cannot be entirely dismissed.
Oh but we’ve come a long way.
The International Socialists were much smarter than the National Socialists. Instead of “invading” the U.S., the Commies took over the political party that was always soft on Commies. In 1994, the Commies took over the AFL-CIO and the AFL-CIO took over the Democrat party.
