The IBM layoffs started today and some are reporting the last day as Feb 27th.

There's always a way around the law. The Dept of Labor removed the 60 day notification during the elections, even though it was the law. I think how they get around the 60 days is the big companies will give severance pay. That probably counts as part of the time. You still get a pay check. They just don't want most employees coming to work after getting laidoff.
