...bullet-riddled mug shots of black men left behind included her brother, from his arrest 15 years earlier... Sounds to me like the department was cleaning out old files and decided to recycle/reuse photos as targets. Seems like a good green policy to me. That of course assumes they worked out the range/scale issues if the prints were not life sized.

Racial profiling was not a factor in the photos, Dennis said, who noted that the sniper team includes minority officers. He said using mug shots for target practice is a common technique and helps with vital facial recognition drills. White and Hispanic males' photographs are also used, he added.It helps with "facial recognition skills?" Smells like total BS to me. "Black male, fire, white male, Hispanic male, hold your fire." Regardless , of whether this amounts to racial profiling, it does amount to poor taste and judgment when there are so many alternative training tools that are widely available to serve the same purpose. Indeed, the police officers could have used their own photos for target practice.

A recent study showed that police will hesitate more at shooting black men than whites or asians. Don’t know, maybe that is why they were using the pics.
