I stop for people in trouble but usually not if they “flag me down.” If I see a guy with his hood open and his head under it I stop.
This is a very bad idea for all the reasons in the other replies.
I call 911, without them knowing. That way they get the help they need and no one gets hurt. If they are scammers, the help they need is a trip to the pokey.
