Just a little FUD here. Make no mistake, I'm 100% against the UN Arms Trade Treaty, but here's the complete text of the quoted article, with the omitted parts highlighted:
4. Each State Party, pursuant to its national laws, shall provide its national control list to the Secretariat, which shall make it available to all other States Parties. States Parties are encouraged to make their control lists publically available.
