Why?
Because a refund is due for misprinted tickets according to the state lottery rules.
From the article: "NMLA is not responsible for lost, stolen or misdirected tickets," reads a disclaimer on the back of the ticket. "Liability for void, altered or misprinted tickets or disputes, if any, is limited to the refund of the retail sales price."
Also from the article, the state offered him $100-worth of free tickets, which he turned down. So, by the rules, he's due his refund. Other than that, I have no sympathy for him. It's clearly a misprint.
