It almost seems as though the author is longing for the days of segregation.
I think it is incumbent upon reasonable people to understand it is natural for people with the same affinities and cultural background to stick together to a large degree while having the freedom to associate with whomever they choose without suffering negative social or legal repercussions. If anything, the author seems to long for common sense.
The wrong conclusion that they’ve reached is that black culture can’t succeed because it is competing in a “white” (Western) cultural setting,
and that if only they were functioning with their culture within their own cultural expectations and rules,
they’d prosper.
It’s not true, and can be demonstrated.
The WESTERN (not, “white”, but actually “Christian”) cultural values are what cause prosperity -
WHEREVER THEY ARE TRIED.
Take the Jews as a positive example - by following the Jewish cultural ethics derived from the Word of God, they prosper no matter what society they are placed in.
The reverse never is true. And it’s because of the absolute superiority of one cultural set of values over the other - not because there is some “majority advantage” or “white privilege”.
