Geez! I've never even considered how the U.S. would go about surrendering in a war.

I'd be surprised if 0 could do that by himself. Probably be the same as a declaration of war. I'd think congress, or whatever was left of it, would have to be involved somehow.

I'd sure hope that 0 couldn't pull it off alone.
