If he hasn’t already done so, he should file a workers comp claim for his injuries, no matter how slight they might have been, then lawyer up and sue, sue, sue for not getting a severance package. Shouldn’t the union be supporting him in all this?

Your right. He should have filed a workers comp claim.

Maybe then get a different job in the city based on some disability.
