Anybody who has ever played football on any level has been taught the entire point of lower your body is at the last minute to block, tackle or maneuver around a object.
Lowering the head and body slows down the runner and provides the least amount of vision.
The only time one would lower the head and body would be at the last moment of contact, within a few feet of the person you are trying to block or tackle.
In order to get a finishing shot on Mr. Brown at the top of the head, it would have to have been at a close range.
Unless, Mr.Brown, in his consistent state of stupidity and rage decided to put his dead down and stumble forward for a extremely odd angle over a sustained distance.

Brown probably had diminished depth perception, didn’t understand how far in front of him Brown really was.

Consider, too, at that point he had been shot multiple times so a stumble forward would also explain the lowering of the head.

Wilson's first shots hit him in the right forearm. He might have felt that and reflexively looked down at his arm.
