"President Barack Obama says the Supreme Court’s recent gay marriage orders may have the biggest impact of any ruling of his presidency."

Refusing to grant cert is not a "ruling" in the traditional sense as it carries no weight as legal precedent. They could just be waiting for a case with a certain fact situation to accept and rule on.

The court also.lifted the stays on those court orders, which allows homosexual marriage to happen in many states. That piece of the legal decision allowed homosexual marriage to spread to a majority of states.
