“Quarantining indivduals exposed or potentially exposed to a rapidly fatal virus such as Ebola is not arbitrary.”

It will become very arbitrary when the federal government decides who they believe were potentially exposed to Ebola.

That means there could be a loud knock on your door at three a.m. and the people doing the knocking will have badges, weapons and will be wearing hazmat suits.

All they will say is “Mr. and Mrs. RegulatorCountry, we have reason to believe that one or both of your were potentially exposed to Ebola as your mailman’s cousin works at a hospital where there was a patient with Ebola. Come with us please. You will only be in quarantine for 21 days, sorry 21 years.”

You do realize that quarantine has been used in the USA before, right? And when used, it was done to protect the public, without creating a police state.
