If the CDC or their employer did not specifically tell them not to travel, why would they cancel their plans that may have been costly and made well in advance?

Because they've been placed under monitoring for exposure to a rapidly fatal virus. Work out an agreement for refunds on prepaid travel, if people are so self-absorbed that they're going to use that ticket or that cruise, others be damned.

They were not told not to travel. The one nurse even called the CDC and they said it was ok.
