The Military will not enforce Martial Law under this president.

Don't overlook the hundreds of thousands of government employees that have been armed with millions of bullets and heavy tanks, etc.
He has his "civilian army" already in place, and many are ready and willing to march to his orders.

Remember...Obola has been replacing high-ranking officers left and right with his ‘yes-man’ who will have NO second thoughts about opening fire on American citizens if ordered to do so. The ‘perfumed princes’ at the Pentagon will bow and scrape before him, doing what they’re told, lest they lose their cushy jobs.

If ebola became a general pandemic and seventy percent of the US population were dropping like flies, there would be such chaos that the government would have no choice but to declare martial law. It would be approved by Congress and the constitution would be suspended. With no constitution in effect, the states would have no federal “right” to hold elections, and few if any would do so on their own. And, yes, the military would enforce it.
