What you are advocating, would be to physically isolate Africa from the rest of the world for something like that to be effective.
Of course, that would mean that no aid, or medical staff could come or go either..and the African economy would collapse leaving the entire continent in danger of being overrun by ebola and mass panic would ensue, causing refugees to flee the country via any way they could ..(boat people)
A suitable medical screen would be sufficient, but they are probably having difficulties even doing that much.
No, I don’t think you can prevent what happened with the Dallas resident who went to a Liberian funeral. But you can control the disease when it does get here, just as they did in Nigeria. (and the Nigerians don’t even have the resources and abilities we have here)
