His rambling speeches with poor syntax and disjointed words are indicative of an individual high on illicit drugs or under the constant influence of alcoholic depressants. As is the case with Hitlery, it's certain that hussien is a walking (often stumbling) drunk. High octane whiskey or vodka is what's likely in that cup.

My guess is he's more likely on some kind of tranquillizer like Xanax or Adavan which can cause slurred speech, poor muscle coordination, and drowsiness.
