If they think that people are going to sit aound and get infected and die quietly they are wrong.
Also they are insane to bury thse corpses. They need to burn and burn hot and well.

That is the moral dilemma in a lockdown.
It increases the odds of catching the disease for those within the area who do not have it.
It is much lighting a backfire to stop a wildfire. You are going to end up burning some unaffected areas to stop the fire from burning even more.
