It doesn't! Reid threatened the “nuclear option” if the filibuster or no vote on cloture was over used. Then Reid did it anyway.
It is NOT important because there is no longer any filibuster or true cloture. Reid changed the rules!
Of course it matters dolt. If the damn GOP would stop allowing the votes, half the crap on the books wouldn’t be there in the first place because it wouldn’t get a floor vote and pass.
