Divide and thrive could be more the case with the USA, though...

If we carved off the cesspools called cities, and let them govern themselves, and the rest of us govern ourselves,

I have no doubt who would thrive and who would flounder.

Stupid idea. Neither part would thrive and both would flounder.

That is just another one of those Utopian ideas that has no real world validity and is no different in that respect than the Utopian fantasies of the Communists. A person needs to look no farther than California to see how poorly that idea works. The refugees from California have infiltrated Texas and are busily changing Texas as we sit here debating the problem. Also, don’t try the idea of using the borders between California and Texas to stem the flow of refugees out of California, because that idea is a non-starter the same as stopping the flow of refugees from Latin America into Texas or stopping native born Texans from straying from the orthodoxy.

If you can stop your own native born from straying into decadence, then you can also retain the benefits enjoyed by unity in country, defense, and economy.

“If we carved off the cesspools called cities, and let them govern themselves, and the rest of us govern ourselves,”

It would be easier to withhold and forfeit the powers and benefits of citizenship in cases of criminal abuse than it would be to Balkanize the nation.

“I have no doubt who would thrive and who would flounder.”

The Communists same the same thing when they talk about their Utopian ideas about sharing the wealth. They’re both impracticable and destructive of the nation and the culture.
