I have seen that phrase “shoot dead” cause problems in a number of headlines. It always makes it sound as if the shooter shot a dead person.

Always reread your headlines was the first thing I was taught about headlines and cutlines.
This is mild in comparison to “Judge and Mrs. Johnson announce their daughter’s brothel”, or for a general officer’s retirement, “VIPs See General Jack Off”, both from many years ago in the linotype/block page days.
