The next President would simply roll back the regulatory environment to pre-Obama levels and the economy would come roaring back. Start there and keep chopping. Better yet, simply reign these departments in by forcing new decisions through Congress and granting broad discretion for property rights.
The problems would resolve themselves in a few years.
