Typically, in a muslim country dominated (and I mean DOMINATED) by Sharia law your statement is correct. In the more "moderate" countries such as the United Arab Emirates (UAE), Dubai, Qatar, and increasingly Saudi Arabia for example women have equal rights/access to the court system for purposes such as divorce.
